The Medicaid EHR Incentive Program is a voluntary program established by Congress, but administered individually by each State and territory. As such, states may voluntarily offer the Medicaid EHR Incentive Program to their Medicaid eligible professionals. While we currently estimate that every State will have an Incentive Program in the future, the preparation for the program varies from State to State.
